 This implant becomes extremely useful when sensitive information has
 to be delivered in an insecure environment. A Cyborg with a Voice
 Modulator can alter his or her voice in such a manner that it can
 only be deciphered by another Cyborg with the same implant. 

 Alternatively an Aural Demodulator can be purchased from the Supply
 Store to give the same capacity to Cyborgs and non-Cyborgs alike.

 This implant gives access to the 'modulate' power.
