Mining jewels from copper ore are where you'll need to start since the smallest fragment is level 2 minimum. The shards seem to share the levels of the ore they come from, but some of the other jewels have different level ranges. They're within that span though so the ore levels are still a reasonable guide for what you can do when.

A lot of people have satchels full of fragments so unless someone has dumped a bunch of low level materials in the donation box east of Chavee they may be your best bet for getting Transmuter levels fairly quickly.

In addition to changing between material types, you can upgrade the quality of materials, so if you have a lot of low quality <whatever> you can turn them into a lesser number of higher quality <whatever>. This is very useful for making high quality end products. There seem to be set ratios for the conversion of item qualities, as follows (note this data is from somewhat limited observations, if you find an inconsistency well that's what the "edit" link is for).
It seems that any combination of qualities lesser than average has a ratio of 2:1 for upgrading to average, so long as both are not worthless. For example 1 worthless gold shards and 1 crude gold shards can upgrade to an average gold shards, however 2 worthless ones cannot. Therefore it may be wise when upgrading from worthless to mix qualities. My guess is that 5 worthless are equal to 4 crude = 3 poor = 2 average.
For upgrading beyond Average, the observed ratios are as follows:

4 Crude    = 3 Poor
3 Poor     = 2 Average
2 Average  = 1 Good
3 Good     = 1 Superior
4 Superior = 1 Legendary

Note that the conversion formula is "smart" in that you can (for example) substitute 3 good items for 1 superior when upgrading to legendary (the 3 good ones will be mixed into the transmute as if they were a single superior one). It is also possible to skip over qualities by transmuting say 24 average items directly to 1 legendary.

Beware that if you have more than 24 average items and do transmute all, it will take all of them for example 47 average items will still give 1 legendary. Also when mixing qualities when you transmute items from one to other, it will take as if all are the same as lowest quality.

Economy of scale: Transmuting in bulk appears to yield better than standard ratio results.

Economy of skill: Transmuting trivial objects may likewise yield better than the standard ratio.
